[platform-coop-dev-kit] Translation updates

Hi Trebor and Aman,

I've completed setup for translations on the Resource Library and on the Platform.coop site. There's some data entry that will need to be done to configure the menus for the Resource Library and Platform.coop, and to input translated content for Platform.coop.
