[platform-coop-dev-kit] redefining impact intervals

Hi all,

Some of you may remember that I had two sets of concerns over the ecosystem
survey question:

17) VERY IMPORTANT: How many people does your project directly and
indirectly affect? Clients and the broader community.
  1-10
  11-20
  21-50
  51-100
  101-500
  501-1,000
  1,001-2,000
  2,001+
  Other

My first set of concerns dealt with categories needing to be mutually
exclusive and collectively exhaustive. There were both gaps and overlaps in
the initial intervals and we fixed those.

My second set of concerns was about scaling these intervals. Not being a
domain expert all I could do was express caution. However, having been
given access to survey data last week I can confirm that these intervals
were a poor choice and we are experiencing a "ceiling effect".

132 of 213 respondents chose "2,000+". The few that typed in a specific
value for "Other" ranged from a few thousand to tens or hundreds of
thousands (data appended). Whether or not they are credible, a few outliers
even say a million, one "billions". Whatever. No one has selected "1-10",
"11-20", or "21-50", and only two respondents chose "51-100". There are two
typed-in values in these ranges.

The intent of the heartbeat and dashboard of the system is to sum up the
midpoints of these intervals for the funders, policymakers, researchers,
and other analysts to impress them with co-op impact. All we can
responsibly say about the 62% of the respondents who chose "2,000+" is that
they impacted 2,000 people even though it looks as if it could easily be
many, many times that amount.

I am switching to these intervals in my reimplementation of the survey:

  50-99
  101-499
  500-999
  1,000-4,999
  5,000-9,999
  10,000-49,999
  50,000-99,999
  100,000-499,999
  500,000-999,999
  1,000,000+

I believe it is essential that you resurvey the 132 respondents who
chose "2,000+" for this one "affect" question.
