[Wecount] WeCount website 2.3.0 is released

Hi everyone,

WeCount Website 2.3.0 was released just now. This release includes:

Support user comments for workshops
Add service workers for PWA(Progressive Web Apps) support and offline caching
Implement UI requests
Bug fixes
